The Electoral Commission has warned against the creation of militia groups ahead of the 2016 presidential elections.
The EC boss Eng Badru Kiggundu sounded the warning early today, in the wake of reports that a military officer and a politician are involved in the illegal recruitment of youths.
Over the past few weeks Major Roland Kakooza Mutale has been involved in the recruitment and training of youths under the Kalangala Action Plan (KAP), ostensibly to ‘protect’ President Yoweri Museveni’s votes in 2016.

Launched by the Civic Education Coalition in Uganda CECU in Kampala, the document outlines the rights and responsibilities of a voter during the electoral process; who is eligible to vote; where and how to register; what type of elections are being held and how to deal with election complaints and disputes

DGF annual report 2015-2016

The recent DGF voter education evaluation-2016 revealed that 65% of the respondents voted as a result of the voter education efforts by DGF Partners. The Civic Education Coalition of Uganda (CECU) - a loose association that was initiated in 2014 by 18 civil society actors and state institutions like the Judicial Service Commission and the Office of the Prime Minister (Information and National Guidance department) - took form and got registered.

In effort to equip Ugandan citizens with knowledge on electoral processes and to prepare them for the forthcoming general elections, the Uganda Project Implementation and Management Centre (UPIMAC) produced a Voters' Education Module which was launched on 31 August 2015, at Hotel Africana in Kampala.
