The firm’s key personnel have over 20 years of proven experience in Local Governance issues, capacity building initiatives, policy analysis and advice, management of projects including financial management and audit, human resource management, projects reviews and assessments as well as local government planning and resource mobilization. They have ten to twenty five years of exposure in management of large-scale projects in Uganda, Kenya, Tanzania, Zambia, Botswana, Swaziland and Ghana.
The Firm has been involved in annual performance assessments, quality assurance and capacity building activities with local governments both at national and regional level, in such key areas as; procurement and contract management, budgeting, financial management and auditing, plan preparation and implementation, monitoring and evaluation, human resource management initiatives within local governments. The personnel have experience on various international donor procedures, central and local government as well as NGO operations, procedures and technical requirements. They have carried out reviews and formulated procedures and guidelines / manuals all geared towards enhancing efficiency and effectiveness in delivery of services to the respective beneficiaries.
Our people have carried out Independent Procurement Review and Value for Money audits in major government projects both in Uganda and Tanzania and are well experienced in the above areas.
Our experts have undertaken mass mobilization campaigns for national activities such as the Population and Housing Census, Immunization campaigns, and both National and Parliamentary elections. Our firm has been deeply involved in HIV/AIDS issues including Capacity Building for districts in strategic planning for Orphans and Vulnerable children and monitoring and evaluation.
UPIMAC has acted as a Technical Service Organization (on behalf of the Ministry of Gender, Labour and Social Development) in the Eastern Region of Uganda funded by USAID/ Global Fund for over 5 years.
Our consultants have undertaken assignments in public expenditure tracking and are able to follow up sector by sector use of public funds at all levels to ascertain customer satisfaction and determine value for money on major public programmes and projects.
Since 2003 to date, UPIMAC has been on the list of Ministry of Local government, as a pre-qualified firm to undertake capacity building for Higher Local Governments and Lower local Governments in Uganda. Over 21 HLGs and more than 120 LLGs have been trained in key areas such as financial management, procurement, gender and environmental mainstreaming, participatory planning, monitoring and evaluation, organizational development and assessment, community participation and mobilization, Human Resource Management and project appraisal.
